Sienna: the live load center and line of actionCounterbalanced truck, fork face at 0 inPlan view: wheel contacts and the support triangleA teaching model, not a measurement of any real truck. The plate figures, 3,000 lb at a 24 in load center, are the worked example in Appendix A to 29 CFR 1910.178, which is non-mandatory guidance. The drawing lifts the rear wheels as soon as the load moment passes that rating so the idea can be seen. Appendix A notes that the load-center method gives a lower moment than the truck was designed to handle, so a real truck does not lift at its rating. The truck's own weight and the tilt are illustrative. Check your own truck's plate and your employer's training program.
